What do you mean by a traditional deck in this context? The Rider deck WAS the first to apply pictorial symbolism to the small cards. And the earliest decks don't necessarily relate to numerology, astrology, etc. as these connections were not made until the 18th century. So as far as symbolic decks, the Rider is among the earliest "traditional" ones available - the ancestral deck for every other rendition of the Tarot that uses symbols for the minors, expecially.
