Well, that's one of the Mysteries of Liber AL that each individual must figure out for themselves. ;-) My somewhat less-facile answer at the moment would be that each chapter of Liber AL is dictated from a different plane or point-of-view. It is indeed difficult to reconcile the tone of Chapter I with the punitive rage of Chapter III, unless perhaps they are intended to represent different magickal formulae, for use in different situations / levels of initiation / planes of consciousness. There is probably a level of perception in which the apparent disparities of viewpoint in Liber AL do indeed become reconciled, but this level of perception may or may not be a desirable "goal" to pursue.
