Two questions:

I. If this document was written by Crowley, as described, why did
neither Grant nor Germer know about it?
    A. Grant wrote in his manifesto that Germer as "Fr. S" was head of
OTO internationally.
    B. Germer did not make Grant a Xth, but expelled him in 1955 e.v.,
after giving him formal address for another degree below that.

II. Why did Crowley appoint Germer as his successor in letters which
were not retracted, including notice to others who were to hold
themselves in reserve for succeeding Germer if Germer did not name a
successor?

Secondary observation:  Crowley did recommend Grant to Germer in a
letter from about this period, indicating that Germer might like to
try Grant as a representative in England, but leaving the decision up
to Germer.

Also, on consistency:

I. The document appears to suggest that Xth degree is OHO.

II. The document incorrectly identifies Karl Germer as Grand Secretary
General, instead of giving his correct title of Grand Treasurer General.

III. The dating by sun and moon in sign is not consistent with Crowley's
use of degrees for those entries.  In addition, Crowley normally used the
mundane date in this period and almost always indicated the location from
which he wrote.

IV. The number normally given by Crowley on signature is 666, not the
number found after Baphomet on this document.  Crowley usually did not add
a number after "Baphomet" in arabic numerals.

V. In official instructions of designation of authority, Crowley almost
always used mundane in addition to magical names, especially in identifing
himself and his apointees.
