In general refers to a cord or ribbon used to take the candidate's
"measure" during the first degree initiation. Birdtribe mentioned the
knots expressing a simple progression in the High Priestess cincture,
but the point being that every witch in a Gardnerian-descended coven
will have the same. Since the measure forms a magical link to the
candidate, it is presented to him or her once they are initiates, in
most traditions (retaining it is considered "bad form"). The measure is
then used by each witch in things like laying out a formal circle - one
that is by definition scaled to the body of the individual witch.

I think it also serves as the cable tow for covens that use that tool
(ie,. the cord used to both bind and lead the candidate a la Masonic
cradftwork).

It's been awhile since I dug into it (I am not initiated into any of
the Wiccan mysteries either, in any trad...boring ceremonial magician
myself), so I could easily be wrong on this.
