Both belong to the Mahayana category, for classification purposes.
Therefore, both are lineages for the purpose of propogating the
Buddhadharma. However, there are of different lineages. 
Tibetan Buddhism includes the four major lineages of Nymingma, Gelug, Kagyu
and Sakya. It encompasses the Hinayana, Mahayana and Vajrayana. 
Zen, after the initial propogation from Bodhisattva Bodhidharma in China,
has 5 sects, such as Soto and Rinzai. Unfortunately, because of its stress
of the use of Perfection of Wisdom, a lot of people did not recognize the
compassion aspect of it. 
Some commentators, such as Garma CC Chang, who are trained in both draw the
distinction in terms of methods. A lot of time, the Tibetan method is very
explicit. Therefore, there are all sort of commitments and requirements. On
the other hand, Zen can be pretty elusive. The goal, however, is the same.
Both are concerned the adherents confuse *the finger with the moon* 
To recap, both are grounded in the 4 Noble Truths, the refuge in the 3
jewels and the 3 (or 4, depending on how one counts them) Dharma Seals etc.
According to Ven Dharma Master Sheng Yen, both are best learned from
qualified teachers.
