I've only heard this name used in association with products from companies based in New York, like Amateau or Fulton Religious Supply. I think the reason that this name is found in New York is that there is a high population of Puerto Ricans, Haitians, and Jamaicans there. In Oakland, California, the same preparations were always sold to me under the name "Spiritual Herb Baths," by African-American occult supply store proprietors born and raised in the South. Contents vary from maker to maker, depending on which bath you're talking about. The herbs included in each proprietary mixture are determined by the condition for which it is prepared. For instance, Seven Herb Bath, which is for general love and money luck, typically contains Five Finger Grass; Nine Herb Bath, which is for wisdom and psychic powers, usually contains Sage; and Thirteen Herb Bath, which is for uncrossing, purification, and protection, could be expected to contain Hyssop and Rue. In each case the number in the bath's name (7, 9, 13) indicates the number of different herbs in the mixture. Related to Seven Herb Spiritual Baths is Gambler's Gold Lucky Seven Hand Wash. This contains seven green herbs and golden flowers believed to increase gambling luck. However, this product is not used for bathing the entire body, but for washing the hands before going to play games of chance. Lucky Mojo Curio Company does carry the above-mentioned Spiritual Herb Baths (7, 9, and 13) as well as the Gambler's Gold Lucky Seven Hand Wash, and they cost $2.00 per package.
