"from chaos" sounds strange. maybe it's the rough equivalent to
"from the Chaos Magick tradition" (which is strange altogether,
but apparently has adherents!! ;>).

a valuable question. one might ask the same about any number of
similarly-referred entities/energies the world over intervening
between cosmologic mindsets. are the goetic spirits the SAME as
the spirits used for Neopagan worship? is Satan the SAME to
Satanists as to Christians or Muslims? the issues are interesting.

amongst Thelemic mages it seems to function this way, or at least
as a kind of groundsclearing, yes.

banishing in preparation for known entities and banishing 
against wandering or unknown energies sounds about the same.

the timing of the banishing might also be affected by the mindset
involved in the spellcasting. one might banish at the end in order
to keep unwanted stray energies from affecting others in a kind of
condom the way that some mages create a Chamber of Magic to contain
the same kinds of things (focussing intentional energies and letting
none extraneous escape to work peculiar unwanted results).
